Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:

- a shelf over 4 feet tall was not secured to the wall. This could present a possible falling hazard. This was corrected during the inspection.
-several large plastic bins were stacked in the corner. This could present a possible falling hazard.
-a cord from a stereo was not secured. This could present a possible strangulation hazard

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Some paint chips were observed throughout the facility on the walls.
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: A bottle of bleach and water was observed on the counter in the washroom. This was within easy reach of the children. This could pose a potential hazard. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any object of substance that is hazardous to their health and safety.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Two staff records of two were reviewed. One staff record was missing a site specific criminal record check (CRC).
Corrective Action(s): Please ensure CRC's are site specific.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that an emergency evacuation drill has been completed for the year. In discussion with the Manager she was not sure where the emergency supplies are located or if there were emergency supplies at the facility.
Corrective Action(s): Please ensure you have emergency supplies to prepare for and be able to respond in an emergency.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The policies and procedures were reviewed. No record of an active play or screen use policy was present. This is a repeat contravention from inspection # CLAN-AU2VXL
Corrective Action(s): Please ensure the policies and procedures are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance was observed for the months of October and November. Only two children were recorded on the attendance at today's inspection for a total of seven children observed in care.
Corrective Action(s): Please ensure the attendance records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's records of Eight were reviewed. One record was missing an emergency contact.
Corrective Action(s): Please ensure all of the children's records are complete

Comments

At the inspection dated November 15, 2019 there were 7 children and the Manager was present. At this inspection the above noted contraventions were identified. Please provide a written response to Licensing by November 29, 2019, outlining how the contraventions identified in this report were corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water

This report was reviewed with the Manager prior to signing.
