Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #ECAL-A67VMR have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: diaper changing procedure observed , child was not engaged in handwashing however the licensee was observed to wash her hands , it was also observed that the diaper change pad was returned to it's stored location without disinfecting / sanitizing prior.
Corrective Action(s): please ensure children are engaged in a program where by the rules of health and hygiene are practiced, it is noted that during a 2nd diaper change systems were appropriately carried out.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Medication while securely stored out of reach of children was found to be unlabelled , many expired and prescribed to children no longer in attendance. Consent forms could not be located for 1 child who may require administration.
Corrective Action(s): please ensure medications are returned when no longer required and or expired and consents to administer are completed.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plan in place however does not reflect current changes since developed. Some changes noted as discussed have not been documented supporting the requirement for annual review. Some of the medications noted within the existing care plan have since expired.
Corrective Action(s): Please ensure details are captured in writing as to the steps taken as described during todays inspection , as this is a change to the original care plan please ensure the family has been involved in the implementation and review.

Comments

Observed changes within the physical premises , fresh paint and the removal of stored items and furniture has created an increase of open space for children's use.
children were observed participating in free play activities both indoors and outdoors along with snack time.
Additional time spent on site in review of DOLSOP - Active Play and in discussion of the requirement to develop a Screen Time and Active Play Policy. ( Sept 2017 )
