Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The emergency supplies were not accessible.
Corrective Action(s): Licensee will ensure the school gives access to the children's school supplies or purchase supplies for the program.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Staff did not encourage or instruct children to wash hands. The children used sanitizer and were not taken to the bathroom to wash their hands with soap and water.
Corrective Action(s): Staff must ensure that the children wash their hands before/after meals and maintain health and hygiene practices throughout the day.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 8 children's files; 3 children were missing their enrolment date.
Corrective Action(s): Licensee must ensure that for each child, there is a record showing the child's date of enrolment in the community care facility. Please ensure that there is a system in place to review children's files.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 8 children's files, 1 missing the medical practitioner's name and telephone number.
Corrective Action(s): Please ensure children's fies are complete, a medical walk in clinic is acceptable.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plan not developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Licensee must ensure that a care plan is developed with the parents of the child, and display it in an area for staff to have access and be aware of the plan.

Comments

On the inspection date of February 8, 2024 there were 30 children and 5 staff present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection report was completed off site and emailed to the facility the next day.
