Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that the cribs located in the infant program were positioned in such a way that they were touching one another. This is a cause for concern that one child could reach over and disturb another during nap time.
Corrective Action(s): Please ensure appropriate space between cribs.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): On review of a random selection of 4 staff files, Licensing observed that 1 was missing a current verification - all others were currently verified. This staff had recently renewed certification.
Corrective Action(s): Please ensure all staff files are complete with required documents.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: On review of a random selection of 4 staff files, Licensing observed that 2 staff were missing current criminal record check clearance which is site specific.
Corrective Action(s): Licensing recommends a sharing form is completed to obtain this information.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licesing observed in the Group Child Care (under 36 mth) program, children being diapered and not washing the child's hands after the diaper change. Staff were also observed not washing their hands after dealing with each child. Licensing does acknowledge that children using the toilet were encouraged to wash hands.
Licensing also observed that in the infant room, the diaper change table was not sanitized after each use.
The bleach and water solution is not labelled in the Toddler program.
Corrective Action(s): Please ensure an appropriate sanitizing and hygenic program is paracticed at all times.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that the attendance records in the Group Child Care (30 months to school age) were not always complete in terms of sign in/out
Corrective Action(s): Please ensure that accurate records are maintained.

Comments

Summary of Inspection

At today’s inspection dated January 28th 2019, there were 39 children and 11 staff present. At this inspection the above noted contraventions were identified.
Actions required by the licensee are to respond with a written compliance plan by February 5th 2019
Licensing will review and monitor the compliance plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided:
