Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Review of 6 staff files noted 1 missing immunization status.
Corrective Action(s): Please ensure to have immunization status obtained and recorded for each staff.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Review of 6 staff files noted 1 missing a validation from the ECE Registry.
Corrective Action(s): Please ensure certificates are verified by the system maintained by the ECE Registry.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of 9 children's files noted 2 missing the date of enrolment.
Corrective Action(s): Please ensure the date of enrolment is recorded for each child.

Comments

At the inspection dated December 09, 2021 there were 8 children 3 staff and 1 support worker present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

- Continuing to follow Covid-19 safety procedures.
- Medication storage, care plans and medication expiry.
- Items in the first aid kit with a DIN # needs parent's permission.
- Parent's may document a walk in clinic on child's registration until a family doctor can be obtained.
