Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on July 29, 2019 alleging concerns regarding care and supervision.

The allegations included the following details:
- Inappropriate guidance methods were used
- Children were told inappropriate things that were upsetting to them

All areas of the complaint were fully investigated. Evidence was received and reviewed from interviews, child in care records, facility policies and procedures, and video evidence.
The following contraventions were determined:
- CCLR Section 51(1)(a) - Behavioral Guidance
- CCLR Section 56(1)(f) - Community Care Facility Records and Policies
- CCLR Section 55(2)(a) - Notification of Illness or Injury

The Licensee submitted a corrective action plan which addresses all contraventions.
No further action by Licensing is necessary as all contraventions have been addressed.

Observation: Licensing determined that inappropriate guidance methods were used.

19030 - CCLR s.55(2)(a)A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Licensing determined that a reportable incident was not reported to Licensing.

19050 - CCLR s.56(1)(f)A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Staff did not document concerns regarding minor incidents involving children that were brought to their attention.
