Introduction

A modified scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). To support the care of essential service workers children in response to the Covid-19 pandemic, the focus of this inspection will mainly be on the health & hygiene practices, the physical premise, and any potential high risk concerns. A risk screening tool was completed prior to conducting today’s inspection.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Audit of staff file conducted, as there was no supporting documentation, it was difficult to determine whether references were checked prior to employment
Corrective Action(s): Please obtain and maintain all legislatively required documentation

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Audit of staff file revealed missing a copy of the staff resume
Corrective Action(s): Please obtain and maintained all legislatively required documentation at all times

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: Audit of staff file revealed no confirmation of certificate validation
Corrective Action(s): Please ensure all staff credentials have been certified on the ECE registry website

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Audit of staff file revealed missing immunization status information
Corrective Action(s): Please ensure all legislatively required documentation is obtained and maintained

Comments

At the inspection dated September 16, 2020 there were 30 children and 5 staff present. At this inspection the above noted contraventions were identified .

The contents of this inspection were discussed on-site, however the completion of the Facility Inspection Report, and corresponding Risk Assessment Tool were completed off-site and were sent to the Licensee/Manager via email.

During today's inspection, the COVID-19 Infection control assessment was completed, and some recommendations were made regarding the use of items that may be difficult to sanitize regularly such as dress up clothes, or soft/cloth toys. Also, adding hand sanitizer to program first aid kits was suggested.

Health and hygiene practises were discussed, and are currently in place at all times; recommendations made for ensuring children's files are up to date with all contact information current. A walk through was conducted; no high risk concerns noted. No signatures were captured during today's inspection. Time noted reflects report writing.
