Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Large cutting knife located on counter next to sink, this knife was present and accessible when Manager was upstairs and the children were unsupervised for a lengthy period of time.
Corrective Action(s): All sharp items such as cutting knives must be secured at all times children are in care

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Upon arrival to child care facility, LO knocked on door, and a child answered. Manager was not present in the room. 5 children were present, 4 children were sitting at table, 1 of the 4 children seated was at the table with small chunks of food accessible to them. LO remained outside of facility door talking with child who answered door and provided visual supervision for 3 min before Manager arrived back to the room.LO noted time on facility microwave clock and this was used for assessing the length of time the Manager was not present with the children in care. Manager spoke to child about opening door, LO explained that there were great concerns regarding the children being left alone at the snack table for such a lengthy amount of time. Manager stated that she had just gone upstairs which is not used for child care. LO explained that the children are not to be left unsupervised for any amount of time.
Corrective Action(s): Children in care must be supervised at all times

NUTRITION AND FOOD SERVICES: 17100 - CCLR s.48(4)(c) - A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.
Observation: Upon arrival to child care facility, 5 children present, 4 sitting at snack table, 1 child seated with small chunks of food accessible; 3 children seated with drinks, there was no supervision by the Manager.
Corrective Action(s): Children must not be left unsupervised while consuming food or drink

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Review of attendance records showed in some cases sign out times were not provided
Corrective Action(s): Times of arrival and departure must be recorded daily
