Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection, Licensing observed the following:
- A staff purse was accessible to the children in Class 3
- Cubbies were not anchored to the walls in all classrooms
- Spray bottle was not labelled with bleach and water contents in Class 1
- Fridge in class 1 does not have a thermometer to ensure a safe temperature for babies milk products
Corrective Action(s): Please ensure a safe and healthy environment at all times when children are in care

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of a random selection of 5 staff files, Licensin gobserved all 5 were missing verification of their Early Childhood Education certificates through the ECE Registry.
Corrective Action(s): Please ensure all staff files are complete as per Section 19 of the child care licensing regulations.

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: On a review of a random selection of 10 children's files, Licensing observed that 2 were missing a copy of the prepayment agreement.
Corrective Action(s): Please ensure that a copy is kept on file when the prepayment agreement is given to families.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of 10 children's records, Licensing observed that 1 was missing an enrolment date
Corrective Action(s): Please ensure all records are complete

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of facility attendance records in ll program areas, Licensing observed several areas where information was not complete. Some children were not signed out; some were not indicated as absent/away when not attending.
Corrective Action(s): Please ensure accurate records are maintained

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: On review of a random selction of 10 children's records, licensing observed that 1 was missing a doctors name and contact details
Corrective Action(s): Please ensure all children have accurate and complete records. Discussed with the Manager that if a family uses a walk in clinic, this can be indicated on the records.

Comments

Summary of Inspection

At today’s inspection there were 26 children and 8 staff present. At this inspection the above noted contraventions were identified.
A corrective action plan is required to be developed and submitted by the Licensee.
Licensing will review and assess the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water/flushing pipes

· Child Safety Alert Bulletin

A follow up inspection will be completed as part of the required newly licensed frequency of inspections, as well as to assess compliance once the contraventions have been addressed.
