Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-A3QPXW have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Two electrical outlets were missing protective covers
Corrective Action(s): Please ensure all electrical outlets are covered at all times
Date to be Corrected: October 4, 2016

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff had a CRC from another facility, there was no fax sheet present to prove that this CRC was faxed directly from the previous facility to Wind and Tide. One staff had no CRC present from Victoria, in order to use this staff a compliance plan must be submitted and approved by licensing prior to this staff person being utilized again.
Corrective Action(s): Faxed cover sheets must always be present if a CRC is being used by another facility. A compliance plan must always be submitted and approved by licensing prior to any staff person having access to children in care who do not have a valid CRC on site

Comments

Live 5-2-1-0 resources were left for the manager. The afternoon preschool program was in operation at the time, the school age program was starting just as this inspection was completed. The preschool and school age program have a shared space and all documentation relating to both preschool and school age programs were reviewed at this inspection. As requested, a copy of the October 2014 routine inspection report was provided to the manager. Please feel free to contact me if you have any questions.
