Food not processed in a manner that makes it safe to eat [s. 14(1)] (Samosas are processed unsafely.
Samosas are made then only "partially" cooked before re-freezing. This is a dangerous practice. Left out on counter to cool for an undocumented amount of time.
Cook to 74 Degrees Celsius internal temperature every time.
No "partial" cooking is allowed. Follow a proper cooling curve when cooling; 60 Degrees Celsius --> 20 Degrees Celsius in 2 hours and 20 Degrees Celsius --> 4 Degrees Celsius in 4 hours.
Samosas were 17 Degrees Celsius internal temperature. Discarded 2 large baking pans full.)
