Introduction

An unscheduled follow up inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of any facility records and information provided by the facility staff at the time of inspection

The following contraventions have been addressed from the previous follow up inspection dated November 4th 2016.
10030 - Floor plans were submitted to Licensing and addressed the contravention
10050 - Manager name is now posted
12430 - CRC has been obtained for this staff
13010 - Fire extinguishers have been serviced
19090 - Attendance records were complete and accurate at the time of inspection

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-AFDPCF have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): At the time of inspection, Licensing observed that the Group Child Care 30 months to School Age did not meet staff to child ratio regulations. Licensee was on site today and stated that the Manager was due to work in that program and was late arriving. A staff that did arrive shortly after was directed to supervise in that program until the Manager arrived. This is a repeat contravention.
Corrective Action(s): Please ensure staffing levels meet the ratio of Schedule E at all times.

Comments

Licensing inspected the physical facility and noted that where the wall had been removed in rooms 3 and 4 there was an uneven surface which may pose a tripping hazard to the children. Licensing noted that the Licensee had already begun to address this by filling the gaps to prevent tripping and seal the surface.
No other areas of concern were noted today
Children were returning from Christmas break and many were a little unsettled. Staff were observed to use a gentle approach and calm tones when communicating to and soothing the children.
Children were observed in snack time in the GCC 30 months to school age program and getting ready for nap in the infant program.
* Discussed staffing levels with the Licensee to ensure coverage is appropriate due to recent staffing changes. Licensing recommends ensuring that the staff schedule is kept updated at all times to meet regulations.
