Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #JBES-ABEMN7 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: stairs leading to the upper floor kitchen area are accessible to children , licensee included that children do not have access to this area of the home ( as voluntarily included on the licence ) It is noted that this was also an area found to be in noncompliance during a previous routine inspection JCH#-9L5MS8
Corrective Action(s): please ensure children do not have access to stairs to prevent injury and to restrict access to areas of the home which are not intended for care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: 2 pieces of exercise equipment located in the lower level playroom may cause injury if accessed by children , discussed ensuring a fluorescent lighting fixture is covered , lens is missing.
Corrective Action(s): please ensure equipment furniture and supplies are free from hazards to reduce risk of injury.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11120 - CCLR s.15(2)(c) - A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation: a smaller sized crib is used for a napping arrangement for 1 child who exceeds in height the length of this piece of equipment , the licensee included that soon a transition to a mat would occur.
Corrective Action(s): please ensure equipment for sleeping is appropriate for the size , age and development of the children who use it.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Plastic bags stored in a drawer assessable to children , pose a suffocation risk , medication stored on the counter on top of a bin could also be accessed as a chair is placed nearby. It is noted that a good level of supervision was observed throughout todays inspection.
Corrective Action(s): please ensure any items or substance which may be hazardous to children's health / safety is made inaccessible.The items were relocated to a secure area during the inspection.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: Change table located in the room used for nap , washroom located in close proximity to this room. Licensee was of the understanding that a change table had to be used , reviewed section 14 (4) (b) and the requirement to change diapers on a sturdy surface this could include placing a change pad on the floor if that is a preference.
Corrective Action(s): please ensure changing procedures occur next to a sink in support of health and hygiene practices.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: children's records audited found to be well organized and complete with exception of 1 missing date of enrollment.
Corrective Action(s): Please ensure records are complete to include child's start date.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: a random audit of children's records , 2 files missing name and contact information for medical practitioner.
Corrective Action(s): please include name and contact information for a medical practitioner or family medical clinic if a Dr can not be obtained.

RECORDS AND REPORTING: 19310 - CCLR s.58(3)(e) - The licensee must record compliance with the care plan of a child requiring extra support in respect of each of the following that are applicable to the child: (e) any other matter for which the licensee has agreed with the parent of the child to record compliance.
Observation: Care plan required for 1 child in care. Reviewed section 58 of the CCLR and provided some support in the development of care plans.
Corrective Action(s): please ensure a care plan is in place for a child in your care as discussed.

Comments

Children participating in free play , snack and were observed playing in the outdoor play area , discussed bringing drinking water outside for children in order that they may have access to water while outside.
Playpen located at the bottom level by the stairs , discussed ensuring this piece of equipment is relocated at times when children would access the lower level playroom as not to restrict access to the area or prevent safe evacuation in case of an emergency.
Licensee stated that a review of emergency supplies occurs on an average of 2 x per year, supplies in place. Discussed documentation of an annual review.
Discussed use of the sink located within the washroom as it is the only sink in the areas used by children , licensee supplies snacks and drinking water. It was clearly stated that the washroom sink would be used for carrying out program needs related to use of washroom and diapering procedures only.
Licensee included accessing the kitchen sink to rinse dishes and obtain drinking water. The layout of this space provides a line of visibility into the family room area as put forward by the licensee.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes noncompliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Live 5210 starter kit and information was provided and discussed during a previous inspection as included by the licensee. Reviewed again the requirement to implement both Screen Time and Active Play Policies as required by the Director of Licensing Standard of Practice ( DOLSOP )
Licensee was requested to provide along with a written response , information on contaents she may like to see future manager training contain. Any suggestions you would have would be greatly appreciated and considered.
