Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP). All areas were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed:
-Two chairs on balcony next to the railing where children walk to get to the playground space.
-Storage shelves with large storage items, located in the art room were secured to the wall, however they were unstable posing risk for large bins to fall on children.
-Sturdy change surface below the change pad had a blanket to cover unfinished wood, which is unable to be sanitized after one use.
Corrective Action(s): Manager has corrected all noted contraventions on site, with exception to the change area. Licensee will provide written response on or before May 6th, 2024.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed:
-Cable for the music player was unsecured in the nap room. This is a repeat contravention.
-Standing water in the water table and two other toys, located in outdoor play space.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing reviewed four employee files, of those one had not been validated.

Summary of Inspection:
During today’s inspection, there were 5 children, one staff and the manager present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. Licensing will review the written response.
As part of the routine inspection, a facility risk assessment tool was completed, and a copy was provided to the facility along with the report. Copies of the inspection report and the Facility Risk Assessment Tool were reviewed, discussed and provided to the Licensee/Manager.
