Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection. Four children were present at the time of this inspection with the Manager/LIcensee. Licensee's own two children also in attendance.

The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

The following was reviewed:
Active supervision practices during diapering, nap time, mealtimes and indoor and outdoor play;
Reportable incident process;
A potential temporary placement request;
Licensing conducted a walk through the entire house today.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: At the time of this inspection records for the Licensee's own two children under the age of 12 were reviewed. Information as required by Section 57 (2) and (3) of the Child Care Licensing Regulation was found incomplete. Typically the Licensee's own children do not attend the day-care as care is provided upstairs of the home by the spouse.
Corrective Action(s): Ensure complete record information as set in Section 57 (2) and (3) is on file.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Care card number for one child enroled was missing. Licensee advised that she is aware and is waiting for the parent to provide as the child recently moved from out of country.
Corrective Action(s): Ensure care card number's for each child attending is on file.

The following was discussed:

Policies and Procedures:
A review of the Reportable Incident policy does not include notification to Licensing of any reportable incident as noted in Child Care Licensing Regulation (CCLR) Schedule H. Reporting is required within 24 hours in accordance with Section 55 (2).
A review of the Abuse Reporting policy does not include information regarding what action the Licensee will take should an allegation of abuse be made toward staff providing care to children in care.

First Aid Kit
As discussed, products that contain cautionary warnings and/or medicated substances must not be used on children unless provided by the parent and the appropriate consent has been obtained. Today's inspection noted that antiseptic wipes (D.I.N. # on label) and After Bite containing ammonia, both with cautionary warnings were contained in the facility first aid kit. Licensee advised that to date these products have not been used on children. It is recommended that the products either be removed or clearly labeled to not use on children.

Outdoor Play Area
At the time of this inspection, a group of mushrooms had emerged. It is not certain if the mushrooms are toxic. Please ensure, these are removed prior to children attending. Licensee is aware and will remove prior to children going outside.

Emergency Evacuation Planning
Discussed obtaining an out of province/area contact for emergency contact to provide to parents (e.g. for earthquake) and implementing a plan should relocation be needed in the event you are unable to return into the daycare. Licensee advised that she would relocate to the nearby school and has verbally informed parents. It is recommended that this information be included in the Emergency Evacuation Policy that is provided to parents.
