Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that one staff's certificate was not posted. The staff is working onsite today.
Corrective Action(s): Ensure that all staff certificates are displayed in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: There were protruding branches in the outdoor playground accessible to children. The play structure may require protective surface.
Corrective Action(s): Ensure that the entire outdoor play area is safe and free from hazards. Please submit a corrective action plan.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed that there were plastic gloves and plastic bags in the washroom accessible to children.(Licensee corrected during inspection)
Corrective Action(s): Ensure that any object or substance which can cause potential hazards are not accessible to chidlren.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed 4 staff records, 3 required validations for their certification.
Corrective Action(s): Ensure all staff files are complete.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation (CORRECTED DURING INSPECTION): During the inspection, Licensing observed that there were 10 children in care which is over maximum capacity for the service type. (Licensee corrected during the inspection by reducing numbers).
Corrective Action(s): Ensure that there is a healthy and safe environment at all times and maintain the capacity.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that some children's daily attendance records were missing pickup times. Two children in attendance during inspection were not signed in.
Corrective Action(s): Ensure that daily attendance records are complete.

Summary of Inspection

At today’s inspection there were 10 children, 1 staff and the Licensee present. (see violation section for detail)
*Licensing conducted a full walk through of the whole home

At this inspection the above noted contraventions were identified.

The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Licensing recommended a hot water regulator to be installed in the children's washroom.
- Emergency evacuation plan
- Children's records, including own children
- Sanitizing supplies and diaper changing supplies in washroom
- Ensure food safety in the fridge
- Reportable Incidents reporting procedure
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
