Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: An electrical cord was observed hanging on the wall in room 109 accessible to children that poses a chocking hazard. Large tables leaned up against the wall in the Multipurpose room were observed and pose a risk of falling.
Corrective Action(s): Please address to ensure a safe environment.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Two child size couches in room 109 and bean bag chairs in the Multipurpose Room were observed to have rips exposing the interior material.
Corrective Action(s): Please ensure furniture is in good repair.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire Drill records were reviewed and found to be missing a drill for the month of December.
Corrective Action(s): Please ensure fire drills are practiced monthly.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 6 Children's records were reviewed. 1 record was missing a care card number and 2 records were missing the sex of the child.
Corrective Action(s): Please ensure all children's records are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Children's records were reviewed and some children were found to be missing a photo.
Corrective Action(s): Please ensure children's records include a photo or digital image.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: A Care Plan was in place with no evidence that the plan had been reviewed within the past year.
Corrective Action(s): Please ensure care plans are reviewed at least once a year.

Comments

At the inspection dated January 8, 2020 there were 20 children and 2 staff present. At this inspection the above noted contraventions were identified.
Action required by the Licensee: Address contravention and provide a written response to items not yet corrected as of January 9, 2020.
Action required by the Licensing Officer: Assess written response and conduct a follow up inspection.

At this inspection Licensing observed that there was a leak with water dripping from the ceiling in the Multipurpose room. A large orange bucket was in place to collect the dripping water. No water was observed on the floor. Staff stated that the leak has been reported to the school and the school will be addressing the issue.
Room 109's emergency supplies are located in a garbage bin on wheels outside of the classroom. Licensing observed a soiled diaper in the bin. The classroom is used by another program when children are not in care and an individual from this program may have placed the diaper in the bin. The emergency bin in the Multipurpose room has a sign on it stating that "this is not a garbage can". Licensing recommended placing the same sign on Room 109's bin.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was provided.

The contents of this report were reviewed with staff prior to writing. The report was written off site and delivered on January 9, 2020. At the time of delivery contraventions to section 13(1) and (2) had been addressed.
