Introduction

An unscheduled routine inspection of this community care facility (CCF) was conducted by the licensing officer (CCFL) to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• Director of Licensing Standards of Practice (DLSP)

At the time of inspection, evidence for this facility inspection report (FIR) was based upon:
• CCFL's observations
• CCFL's review of the CCF's records
• information provided to CCFL by employees

CCFL reviewed these 10 areas today:
• licensing
• physical facility
• staffing
• policies & procedures
• care & supervision
• hygiene & communicable disease control
• medication
• nutrition & food services
• program
• records & reporting

As part of this inspection, CCFL completed & provided a risk assessment tool, which includes:
• any noncompliance identified
• the CCF's 3-year compliance & operational history since 2013/12/14

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-A3JRUW have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: An ordinarily-present individual who's > age 12 lacks their criminal record check.
Corrective Action(s): Please ensure all ordinarily-present individuals who are > age 12 obtains their CRC from the BC Ministry of Justice's Criminal Records Review Program.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 1 child lacked their MSP # in their file.
Corrective Action(s): Please ensure all requirements of §57 are obtained by children's 1st date of care in the CCF.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): 1 child was signed in who wasn't present today.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 1 child lacked their Dr or medical clinic's contact info.
Corrective Action(s): Please ensure all requirements of §57 are obtained by children's 1st date of care in the CCF.
