Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one employee.
Corrective Action(s): Please ensure employee records are complete.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Four children's records were reviewed. One child's record was missing an MSP number.
Corrective Action(s): Please ensure the children's records are complete

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance record was reviewed. Six children of eight children in attendance were recorded as present. In discussion with the Licensee she stated that the parents were responsible for the attendance. Licensing reminded the Licensee that the facility is responsible for ensuring the attendance is completed. This was completed during the inspection. This is a repeat contravention from inspection # CLAN-BB3T6G.
Corrective Action(s): Please ensure the attendance records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's records were reviewed. Two children's records were missing the name and phone number of a doctor or medical clinic.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: During the inspection eight children were observed at the facility. One child's record was not observed at the facility. In discussion with the Licensee she stated that it was the child's second day at the facility and she was only attending for one hour. The serious risk to health and safety for the child in care was discussed with the Licensee. At the end of the inspection the parent dropped off the child's record.
Corrective Action(s): Please ensure children's records are at the child care facility when the child is in attendance

Comments

At the inspection dated September 9, 2021 there were 8 children, and 1 staff, and the Licensee was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by September 23, 2021 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following education/recommendations were provided:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Active supervision
-Items with a drug identification number (DIN) such as Polysporin and antiseptic wash were observed in the first aid kit. Please ensure items with a DIN or a natural product number (NPN) have a signed permission form from a parent or guardian prior to application.
-More items are required to be added to the first aid kit.
-Please post an updated fire drill plan

The inspection findings were reviewed with the Licensee at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in .75 hours and this is not included in the report. A copy of these documents were sent to the Licensee. If you have any questions regarding this report please contact me.
