Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: On review of 5 staff files Licensing observed that 1 was missing character references.
Corrective Action(s): Please ensure that employees are appropriately screened prior to employment.
Date to be Corrected: February 5th 2019

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: On review of 5 staff files, Licensing observed that one was missing immunization status. Manager stated that she couldn't find the Fraser Health form. Licensing will email a copy for future reference.
Corrective Action(s): Please ensure a statement of immunization status is on file for every staff.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of 5 staff files, 1 of the 2 certified staff did not have verification on file.
Corrective Action(s): Please ensure all certified staff are verified with the ECE Registry.

STAFFING: 12450 - CCLR s.60(3)(a) - A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation: On review of staff present at the facility today, 1 staff did not have a file on site and works as a support worker for one child.
Corrective Action(s): Please ensure that all staff have a current file on site.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: On review of the fire drill records, Licensing observed that the records for November and December were not recorded.
Corrective Action(s): Please ensure when fire drills are practiced monthly, they are recorded. Please also keep a 12 month record on site at all times.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed one child requiring extra support that did not have a care plan on site. This is a repeat contravention
Corrective Action(s): Please ensure any child requiring extra support has a care plan on site to direct any staff with supporting children's needs.

Comments

Summary of Inspection

At today’s inspection dated January 29th 2019, there were 27 children and 4 staff present. At this inspection the above noted contraventions were identified.
Licensee is required to provide a compliance plan to Licensing addressing the contraventions by February 5th 2019.
Licensing will monitor the plan provided.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water/flushing pipes
