Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Inspection report was reviewed with staff before report was signed and printed.
Licensing would like to thank the staff and children of Treasure Island School Age Care for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-APLV3T have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection Licensing noted that there were loose throw rugs at the top and bottom of a large mat in the cubbie area which were tripping hazards; one of the rugs moved when walked on & one had curled edges. Staff removed these mats during inspection.

Licensing also noted that the edges of the large mat are also curled which can be a tripping hazard.
Corrective Action(s): Remove loose mats and repair curled edges of large mat to prevent possible tripping hazards.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed the fire drill record but was unable to ascertain the date that the full emergency evacuation drill had been conducted.

None of the staff present at the facility have been working at the facility for 12 months so were unable to determine the date of the drill as well.
Corrective Action(s): Ensure full emergency evacuation drill is clearly recorded on the fire drill/ earthquake drill sheet as proof that the drill was conducted.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed a staff person using their hands to put green beans onto large serving plates for snack. Staff person stated that they had washed their hands but Licensing reminded them that they had touched other surfaces since their hands had been washed.

Staff then used tongs to place beans on plates & to serve children.
Corrective Action(s): Ensure proper hygiene procedures are used for serving snack to prevent the spread of germs.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During inspection Licensing reviewed the sign in/ out sheet for the month of July 2018 & noted that there were two dates where numerous children were not signed out.
Corrective Action(s): Ensure the time of arrival and departure are accurately recorded throughout the day as this information is taken with staff during times of emergency so that emergency personnel have an accurate record of who is present at that time.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed children's emergency cards and noted two children from the sister site, currently attending for the Summer, are missing their doctor/ medical clinic information.
Corrective Action(s): Ensure doctor/ medical clinic information in on site for these two children.

Comments

Licensing discussed the importance of “Active Supervision” with staff during inspection. Active Supervision includes: scanning; staff positioning themselves in the environment; doing head counts etc.
Licensing discussed with staff the need to flush the pipes for at least 5 minutes a day every morning to clear the pipes of possible lead.
Licensing discussed with staff the need to ensure that when calling a Licensing Officer to report an incident that they make sure that they speak to a person. If their Licensing Officer is not in the office call the Regional Call Centre to be redirected to the Duty Licensing Office - call: (604) 587-3936.
During inspection Licensing observed children arriving from a field trip to a community pool, then become engaged in a staff-facilitated activity before having snack. Once snack was finished Licensing observed children engaged in free play consisting of: creating with blocks, dramatic play with cars, creating with yarn and knitting etc.
During inspection Licensing observed staff interacting with children while they were engaged in activities, give warnings before transitions and assist with problem solving when necessary.
