Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing reviewed all child Emergency Consent Cards and noted 3 children were missing medical insurance numbers.

Manager emailed parents requesting this information during inspection.
Corrective Action(s): Ensure all missing medical insurance numbers are on site.
Date to be Corrected: Feb. 10, 2018

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed all child Emergency Consent Cards and noted 4 children are missing doctor/ medical clinic information.

Manager emails parents requesting this information during inspection.
Corrective Action(s): Ensure missing doctor/ medical clinic is on site for all children in care.
Date to be Corrected: Feb. 10, 2018.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: During inspection Licensing reviewed all child Emergency Consent Card and noted 2 cards were not signed. These cards are used by the facility to obtain signed parental consent for emergency care.

During inspection manager emailed parents asking them to sign the cards when they come to the facility
Corrective Action(s): Ensure there is signed medical consent on site for all children in care.
Date to be Corrected: Feb. 10, 2018.


Comments

During inspection all children in care had free time in the outside play area, free play in their rooms as well as teacher directed activities.

Licensing also observed staff and children engaged in circle times with music and movement, felt stories, finger puppets, books etc.
Licensing observed the 3-5 rooms engaging the children in the stories that were being read by asking questions as the story went along.

Licensing saw examples of light tables, science areas, reading areas, dramatic play areas, free art areas, fine motor activity areas etc.,available in each room.

During inspection Licensing saw examples of staff persons interacting with children during activities/ circle times/ transition times as well as assisting with problem solving when necessary.
