Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-AHRSX7 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10060 - CCLR s.11(3) - When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation: Licensing reviewed a fee schedule document posted for parents and observed that advbertising is still in place for a preschool program fee when the facility is licensed for group child care 30 months to school age. This is a repeat contravention and Licensing discussed this concern at length with the Licensee and documentation was provided to appropriately address this. Unfortunately, this information was not translated to the fee structure document.
Corrective Action(s): Please ensure that advertising, in any forma,t identifies the service type on the community care facilities license.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: On review of staff files, Licensing observed that 2 new staff did not have reference checks on file. In discussion with the Manager, staff screening is adminstered by the Licensee who calls the referees. There is no indication in the staff files to attest to their good/appropriate character
Corrective Action(s): Please ensure a record is available of referee's statement of character reference for staff.

STAFFING: 12440 - CCLR s.60(2) - A licensee must retain for at least 5 years all signed original forms authorizing criminal record checks to be done.
Observation: On review of staff files, Licensing observed 2 staff files with an RCMP check in place. In discussion with the manager, RCMP checks were put in place whilst clearances from the criminal record review branch were applied for.
Corrective Action(s): Consent to obtain criminal record checks must be kept on file during the process. Please ensure staff are appropriately screened prior to their empolyment.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of a random selection of 12 children's files, Licensing observed 1 was missing a care card number and 1 was missing immunization status.
Corrective Action(s): Please ensure that children's files are complete at the time of enrollment.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of 12 children's files, Licensing observed that 1 was missing a date of enrollment.
Corrective Action(s): Please ensure all children's files are complete at the time of enrollment

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: On review of a random selection of 12 children's files, licensing observed that 2 were missing a digital image. This is a repeat contravention
Corrective Action(s): Please ensure all children's files are complete at the time of enrollment

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: On review of the children's registration and emergency cards, 1 child was missing signed consent from a parent for the facility to seek emergency care.
Corrective Action(s): Please ensure consent is obtain for emergency medical attention if required.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the manager and another staff in the Group child care 30 months to school age program with 13 children.
The Group child care school age program had 2 staff with 13 children. Children were just leaving for school.

Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review*
Licensing observed the children interacting in movement activities in a circle activity followed by a Montessori work cycle in which the children were able to choose activities from various areas. Licensing observed snack time prior to outdoor play.
Programming of Schedule G is in place with a variety of activities as well as daily outdoor play.

Discussions with the Manager/Staff:-
- Licensing reviewed the fire evacuation procedure and new staff orientation procedures with the Staff
- Licensing provided information regarding Appetite to Play and provided the immunization poster as a resource
- Licensing recommends the Licensee consider staff files and staff screening to be a responsibility of the Manager to ensure compliance. Manager has completed Legislation and Manager/Licensee training workshops with Fraser Health.
- Licensing recommends adding further information to the Active play and Screen Time policies to ensure that parents have a full understanding of the requirements of legislation.

Licensing observed Staff engaged with children during a circle time and a Montessori work cycle. Staff used appropriate guidance techniques as well as respectful language.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
