Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #SMOY-AN9NBD have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12280 - CCLR s.34(4)(a) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation (CORRECTED DURING INSPECTION): The Licensee has an infant and toddler educator and a early childhood educator working in this program. The two individuals switch shifts so staff is working the opening shift while the other staff works the closing shift. When the early childhood educator works the opening shift the individual works more than 30 minutes therefore a infant and toddler educator is required beyond the 30 minutes.
Corrective Action(s): In discussion with the Licensee regarding this matter the Licensee will either be onsite in the mornings or the Licensee will apply for an exemption to enable a early childhood educator work as an infant and toddler educator for a period of 1 hour in the morning.

Comments

Upon arrival to the facility the staff and children were outside playing. The Licensee arrived during the course of the inspection. Staff and the Licensee were able to answer the writer's questions regarding the operation of the program.

The Licensee inquired about taking children outside when the temperature is hot. As per the Director of Licensing Standards of Practice - Active Play children must have a minimum of 60 minutes of active outdoor play. The program may chose to take the children outside earlier in the day and to have the children out for 60 minutes in the morning and not go outside in the afternoon. Child care programs will need to amend their daily schedule to accommodate the requirement to be outdoors during the warmer weather. Use of water misters aid in cooling children and staff, use of tents, awnings as well as modifying the daily schedule.
