Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

All areas inspected were found to be in compliance with the exception of the following:

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Five staff files were reviewed and all documentation was complete wiht the exception of having only 2 references for one staff instead of 3 as per requirements.
Corrective Action(s): Please review all files and ensure documentation is complete as per requirements.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Verification of ECE or Assistant Certificate is missing for 2 staff, however the copy of certificates are on file.
Corrective Action(s): Please complete verification as per requirements.

STAFFING: 12150 - CCLR s.19(4)(b) - A licensee must not employ a person in a community care facility as (b) a responsible adult unless the person has the qualifications required under Division 2 [Employee Qualifications].
Observation: Proof of training is missing for one staff employed in the Group Child Care (School Age) Program.
Corrective Action(s): Please ensure proof of training is available for all staff prior to employment or an exemption approval has been granted for staff plan if required.

POLICIES AND PROCEDURES: 13110 - DLSOP Active Play - [The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.] This policy should also be shared with parents/families.
Observation: Licensee has developed the new required policies for Active Play and Screen Use, and staff confirmed the new policies have been reviewed and implemented. Staff also indicated parents have also been informed verbally of the changes but parents have not yet been provided with the written policies.
Corrective Action(s): Please ensure parents are provided with copies of the new policies as per requirements of the new Director of Licensing Standard of Practice for Active Play.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Date of enrollment is missing for all registrations.
Corrective Action(s): Please ensure registration form used includes this information.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Sixteen Registration records were reviewed for all programs and the Dr.'s name and/or phone number is missing for 6 children
Corrective Action(s): Please complete records as discussed.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plans are complete for children requiring them however of the 6 care plans 4 of them require review as they are dated for more than a year ago.
Corrective Action(s): Please ensure all care plans are reviewed once each year or more often if needs change.

Comments

At time of this inspection the following was also observed and r discussed:
--The Preschool was on a field trip to the Pumpkin Patch. The Group Child Care (30 months to school age) Programs were observed and both programs went outside. Staff also confirmed that if children are not able to go out then children are provided with indoor active play opportunity in the program room or the gym. Staff were all aware of the requirements for daily active play. Children were observed engaged in free play, and getting ready for nap. Staff were observed interacting with the children and providing assistance when required.
