Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed five staff files. One of these staff did not have a valid criminal record check and one staff did not have site specific criminal record check.
Corrective Action(s): Ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed five staff files. Three of these files did not contain evidence of the staff member's immunization status.
Corrective Action(s): Ensure all staff files are complete.

CARE AND/OR SUPERVISION: 14010 - CCLR s.34(1) - A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: During today's inspection there were two infant/toddler rooms in operation. One infant/toddler room had three children and one staff member working in the classroom. The staff member has her Early Childhood Education certificate. This room is required to have a qualified Infant/Toddler educator present at all times.
Corrective Action(s): Ensure that children are adequately supervised by qualified employees.

Comments

Upon arrival at the facility there were 21 children, five staff and one practicum student present. The Manager was contacted and returned to the facility for this inspection. At this inspection the above noted contraventions were identified. The Licensee is required to take corrective action to bring the facility in to compliance and provide a written response to Licensing by November 16, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool will be completed and a copy will be provided.
At this inspection the COVID-19 infection control assessment checklist was completed and a copy of the document was given to the Licensee.
The following education/recommendations were provided:
-COVID-19 prevention strategies
-attendance documentation

The following resources were provided:
-Revised COVID-19 resource package for childcare facilities

The inspection findings were reviewed with the Manager at the time of the inspection. The inspection report and facility risk assessment Tool was written off site (.25 hours) and a copy of this report and the risk assessment will be emailed to the facility.
