Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Licensing staff notes two females over the age of 12 were present at the time of inspection. Licensee stated that they are home stay students who will be residing in the facility during school year. Licensing staff did not find a copy Criminal Record Check (CRC) for two home stay students. Licensee stated that their CRC was conducted by their institutional organization at the time of enrollment.Licensing staff discussed the requirement of CRC for all persons over the age of 12. Licensee stated that she will have both students to obtain their CRC through sharing or new site specific CRC application will be submitted if required.
Corrective Action(s): Ensure that to perform CRC check and have a copy of criminal reacord check ready for licensing staff to review.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of 8 children files noted one child was missing date of enrollment.
Corrective Action(s): Ensure all children files are complete

Comments

The following were discussed:
Discussed the need for written consent from all parents to administer any product with a DIN# including sunscreen and diaper cream.
Licensee will be posting two new policies on the bulletin board for parents.
Need of site specific criminal record check in the event of hiring volunteers
The inspection report was reviewed with the licensee prior to signing.
