Introduction

Community Care Facilities Licensing (CCFL) inspected all care categories during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act
• the Child Care Licensing Regulation
• relevant Director of Licensing Standards of Practices

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: *Repeat violation from FIR #CGEE-C79NFY (27/Sep/2021)*
An employee lacks her CRC.
Corrective Action(s): CRCs from the BC Ministry or Justice must be obtained for each employee by their 1st day of employment. In the meantime, this employee cannnot work alone w/ children or assist w/ diapering/toileting.

RECORDS AND REPORTING: 19010 - CCLR s.55(1)(a)(1.1) - A licensee must immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child (a) becomes ill or is injured.(1.1) In the case of a licensee who provides a care program described as Child-minding, the parent to be notified under subsection (1) is the parent who is on the premises on which the child-minding service operates.
Observation: A child received an injury from another child this morning. The injured child's parent will be informed @ pick-up later today.
Corrective Action(s): Parents must be informed immediately re. their children's illness or injury that occured while in the licensee's care.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): 2 children's start dates were incomplete.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

2 children's care plans lacked evidence of annual parental review.
Corrective Action(s): Children's care plans must be reviewed, signed, & dated annually w/ their parent.

CCFL observed 4 violations, in which 1 violation was corrected today & corrective action for the remaining 3 violations includes:
• obtaining an employee's CRC
• informing a parent about a child's injury
• reviewing 2 children's care plans w/ their parents

CCFL reviewed the inspection w/ the licensee; however, she completed this report & the risk assessment offsite & emailed them to the licensee.
