Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of the person's work history was not evidenced as collected for one or more employees. A checklist is used for verification of documentation obtained but does not included whether a resume was obtained for staff.
Corrective Action(s): Please ensure checklists meet the requirements for documentation required to be on site for review as per Section 19 of the CCLR.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing observed that on the checklist for collection of staff documentation, there was no indication of verification of certificates for the staff on site today,or any supporting staff.
Corrective Action(s): If checklists are to be used as verification of staff screening, please ensure all documentation required under Section 19 of the CCLR is referenced and verified.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: The diaper changing area does not have a covered container next to it to dispose of soiled diapers.
Corrective Action(s): Please ensure requirements are met when providing diaper changing care.

At today’s inspection there were nine children and two staff present.

At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed, and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available via a checklist.
- Online Incident reporting
- Active Play utilizing areas within the school/grounds
- Communicable disease prevention practices
- File and facility policy audits based on contraventions
- Location of attendance records when using other areas of the school
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
