Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: There was no record of emergency drills. The manager stated that she conducted earthquake drill once every two months.
The record of September's fire drill was not recorded.

Corrective Action(s): Please ensure you record each emergency drill and fire drill as per the requirements

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance sheet was reviewed and discussed with the Licensee and Manager. Children's attendance records were not maintained daily. For example, Oct 5th and 6th children's attendance were not recorded. The attendance sheets are still printed with year 2016.

Corrective Action(s): Please ensure you have a system to record each children's attendance daily and record the correct year on the attendance sheets.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 9 children's files were reviewed. Some of the children's pictures were printed out and attached to the registration and some of the children's pictures were taken when they were very young. The licensee confirmed that the manager has all the children's recent picture saved in her phone except for one child that she did not have their picture.

Corrective Action(s): Please ensure that the facility obtain all the children's pictures including all part timers or short stay. Please also ensure that the facility can provide all children's pictures upon request.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: 9 children's files were reviewed. One child's emergency consent form was not completed.
Corrective Action(s): Please ensure that the facility have obtained consent from parent.

Comments

The first aid backpack was reviewed. I noted a medication "Polysporin" was in the backpack. I explained that the polysporin is considered as a medication and must not apply to children unless the facility has obtained a consent from parent.

Two bottles were found on the shelves (one on top of the storage shelf and another one on top of the kitchen counter top). They were not labelled. The manager stated that one is for cleaning purpose and another one is bleach water . I asked the manager to label them clearly.

The licensee stated that they are working on the Screen time and Play time policies. This new standard of practices has came into enforce in September 2017. Please ensure you have developed and implemented the policies and also provide a copy to the parents.

The role of manager was discussed with the manager and the Licensee.
