Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-A loose cord
-Missing plug covers in a power bar

Licensing observed the following outside the facility:
-A dog located in the facility was left outside in the outdoor play area and could urinate and defecate in the area where children were playing. In addition, upon removal of a bowel movement traces of the dogs' fecal matter would still be present. Licensing recommended using a portion of the outdoor area for the dog's use only. This is a repeat contravention.
-A diaper mat was located in the play area. This could cause a potential for cross contamination if the children touch this during play.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times when the children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed in the outdoor play area:
-A broken chair
-Loose boards leaning up against the fence. This could could cause a potential falling hazard.
Corrective Action(s): Please ensure the facility, equipment and furnishings are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed the following:
-Chemical cleaner in the living room. This was accessible to children. This was corrected during the inspection.
-Bleach bottles within easy reach of the children
-Empty butane gas cans in a bag in the outdoor play area
-Emergency medication for one of the children was located in a backpack that was within easy reach of the children. The serious risk to health and safety was discussed with the Licensee. The backpack was placed on a higher shelf.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection the policies and procedures were reviewed. A written emergency plan was not in place
Corrective Action(s): Please ensure an emergency plan is created that outlines how to mitigate, respond and recover in an emergency.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: Licensing and the Licensee discussed the snacks that are given to the children. The Licensee does not have a system in place to communicate with the parents about the food and drink that are given to the children.
Corrective Action(s): Please ensure a system is in place to communicate with the parents about the food and drink that are given to the children

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Four of seven children's records were reviewed. Two children were missing a date of enrollment.
Corrective Action(s): Please ensure children's records are complete

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing reviewed the attendance records for the facility. Several departure times were missing.
Corrective Action(s): Please ensure the attendance records are complete.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: During a review of the children's files Licensing observed a child requires emergency medication. A care plan that outlines the course of action to take when emergency medication is required is not in the child's file.
Corrective Action(s): Please ensure a care plan is created for a child who requires emergency medication that outlines the course of action to take.

Comments

At the inspection dated March 5, 2021 there were 6 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please send a written response to licensing ensuring the above noted contraventions are corrected by March 24, 2021 . As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following education/recommendations were provided:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Active supervision
-Adding more food and water to the emergency evacuation supplies

The following resources will be sent to the Licensee:
-Director of Licensing Standards of Practice-Active Play
-Guiding Children's Behaviour Publication
-Points to consider when creating an evacuation policy and a safe release policy
-Anaphylaxis Canada resources

The inspection findings were reviewed with the Licensee at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Licensee.
