Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection Licensing observed a ripped red couch in the OOS program. This couch rip had been taped with duct tape which was coming off, this couch cannot be cleaned and sanitized in this state.
Corrective Action(s): Repair or replace couch to ensure that it can be easily cleaned and sanitized.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted, in multiple rooms, that some children did not have a sign out time on the sign in/ out sheet on previous days recorded.
Corrective Action(s): Ensure sign in/ out times are accurate as this information is used by emergency personnel in times of emergency.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing randomly sampled 8 children's files and noted on child is missing doctor/ medical clinic information.
Corrective Action(s): Ensure all required documentation is on site for all children enrolled and attending the facility.

Comments

During inspection Licensing reviewed the facility's first draft of their Active Play/ Screen Use Policy and supplied suggestions for amendments to this document to ensure that it meets the DoLSOP Active Play and Screen Use Policy requirements.
During inspection Licensing observed children:
In the 3-5 room engaged in separate circle times, eating snack, engaged in art activities as well as free play both inside and outside.
In the Toddler room children were engaged in a short circle time with staff using finger puppets to tell a story and then they went outside for free play.
In the Infant room children were engaged in using musical instruments before heading out on a stroller walk in the community.

During inspection 2 children arrived in the OOS program & they were engaged in free play and talking to staff about their new kindergarten classes.

During inspection Licensing observed staff in all programs talking with children while they were engaged in activities and assisting with problem solving when necessary.
