Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- in one of the under 36 months programs, the bottom half of the wall containing the chalkboard has multiple sections where the drywall is exposed due to heavy paint peeling and chipping.

-in the outdoor play area, one of the plastic slides has a loose part. As per the Manager, they will be addressing the loose part this afternoon and have closed off the slide in the meantime.
Corrective Action(s): Please ensure the facility and its equipment are in clean and good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation (CORRECTED DURING INSPECTION): In one of the under 36 months programs, Licensing observed that the emergency exit in the nap room was blocked by 1 mat and 2 cots. Upon notifying the Manager, the mat and cots were placed elsewhere.
Corrective Action(s): Please ensure emergency exits are not blocked by furniture or equipment.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation (CORRECTED DURING INSPECTION): In one of the under 36 months programs, Licensing observed that a fire drill was not recorded for April 2023. As per the staff, a drill was conducted for April and was recorded in the communication book. The staff also recorded the date on the seperate fire drill log during the inspection.
Corrective Action(s): Please ensure fire drills are conducted and recorded monthly.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation (CORRECTED DURING INSPECTION): Upon reviewing 6 staff files, Licensing observed the following:
-1 staff missing an immunization status

-1 staff missing a resume

Both items were addressed and corrected during the inspection.
Corrective Action(s): Please ensure all staff files are complete with required documentation.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: In the 30 months to School Age program, Licensing observed emergency medication that expired at the end of April 2023.
Corrective Action(s): Please ensure emergency medication is up to date.

Comments

At today’s inspection, there were 45 children, 9 staff and 1 volunteer present within the 3 program areas. The Manager was also present. Staff to child ratios were in compliance.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
-Annual review of care plans with parents
-Placing children's photos on care plans
-Obtaining updated medication forms from parents when information has changed
-Medication administration process, including documentation of when and amount of medication administered
-System for providing lunch and snacks to children with allergies
-Hand washing practices
-Washroom supervision practices
-System for replenishing emergency kits
-Sun/heat safety measures
-Temporary retention application process
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
