Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: There was no record of practiced fire drills , staff were unfamiliar with the requirement to hold and record a monthly fire drill. One of the staff had been employed for 9 months and had not participated in a drill.
Corrective Action(s): Please ensure monthly fire drills are held and recorded in order that staff and children are prepared to carry out a successful evacuation in case of an emergency.

New manger in place effective - Sept 13, 2018
Additional time spent on site to provide support / education to the newly assigned facility manager.
Discussed importance of ensuring Active and ongoing Supervision - Fraser Health Safety Alert - Supervision.It is observed that a good level of supervision was maintained throughout today's inspection.
Arrived to observe School-age program in operation with 12 children present in the care of 2 staff. - Staffing Exemption reviewed and approved for the School-age program with applied condition as discussed. Full written approval to be provided by mail.
Observed Preschool program - children participating in daily scheduled routine including free play , circle , snack and outside time.
