Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing noted that 2 staff persons Criminal Record Approval letters are addressed to their previous learning institution.
Corrective Action(s): In order to meet the Criminal Record Review Act all employee Criminal Record Approval letters must be addressed to the employer. Further information regarding the process to share the Criminal Record Approval letter can be found on the Criminal Record Review Programs website.

Ensure all employee documents are current.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that staff have written "please remember to sign in" on some sign in sheets instead of writing the time in/ out for the child.
Corrective Action(s): It is the responsibility of the staff to ensure the actual time of arrival an departure are captured on the sign in/ out sheet. This document can be used by emergency personnel during an emergency to determine who is present at the facility.

During inspection Licensing observed:
the 3-5 program heading out for a walk in the community & then arriving back at the facility for lunch.
The Infant room was engaged in a circle time with singing and story telling.
The toddler program was divided into groups which each group having an outdoor time, story time, art time as well as one group had time in the multi-purpose room.

Some of the activities accessible to children:
In the infant room were: books, large blocks, bubble wrap on the windows to feel, infant/ toddler toys etc, there were family photos posted a child height.
In the toddler room were: books, art activities including paint, color sorting activity etc, while outside children were enjoying playing with bubbles, ride on toys etc.
In the 3-5 room were books, blocks, felt stories etc. This room was not fully set up a the children were coming back from being outside to have lunch & then nap time.

During inspection Licensing observed staff in all programs engaged in the activities with the children and assisting with problem solving when necessary.
