301 - Equipment/utensils/food contact surfaces not maintained in sanitary condition [s. 17(1)]
Observation: Since turning on water in sinks causes a backup of sewage water, none of the dishes/utensils within the facility can be washed and sanitized safely.
Corrective Action(s): All surfaces, including food contact surfaces, require disinfection with 1000 ppm chlorine residual solution - 20 ml bleach with 980 ml water (including floors and walls). Food contact surfaces must be rinsed after disinfection and re-sanitized with 200 ppm chlroine residual solution - 5 ml bleach with 1 L water. Closure order Issued. Notify the inspector when ready to open.

303 - Equipment/facilities/hot & cold water for sanitary maintenance not adequate [s. 17(3); s. 4(1)(f)]
Observation: 1) The floor drains in the front of the facility and in the kitchen were backing up when the water was turned on in the front hand washing sink. Pooling water was noted around the drains within seconds of the sink being used for handwashing. Sewage odor was present in the facility.
2) None of the sinks could be used as running water would cause drains to back up on the floor. No handwashing or dishwashing can occur.
Corrective Action(s): The operator was prepared with a water vacuum cleaner and mentioned that this has been happening repeatedly so he cleans up the water whenever it happens. He mentioned how he opens the door to allow for air flow to get rid of the smell. Closure order issued.

Observation: Running water in the sinks causes sewage back up in the floor drains.
Corrective Action(s): Have the plumbing fixed by a licensed plumber and keep their report on site for review. Date to be corrected by: immediately.

402 - Employee does not wash hands properly or at adequate frequency [s. 21(3)]
Observation: Operator was seen wearing yellow rubber gloves -which he kept on while cleaning up the sewage back up and continued to touch food contact surfaces with them after he was done. He used the facility phone with the same gloves.
Corrective Action(s): Disinfect all surfaces within the facility. Discard gloves after each use.

Comments

Closure order issued with the New Westminster Police. Operator refused to sign the Order. It was taped to the front door for public view.

Facility has a failing sewage draining system. Sewage water is backing up and out of the floor drains when the front hand sink is used.
Operator keeps a water vacuum on site to clean up the backed up water. He also mentioned that this has been happening frequently. He was seen directly putting the hose of the vacuum over the drains to suck out the water to clear the pipes. He proceeded to tell the inspector that the drain was now "working". This is only a temporary solution as the pipes will fill up again and back up after a few uses of the hand sink.
He did not answer when asked where he was dumping the water from the vacuum.

The facility had a bad odor when the drains were backing up. The operator mentioned how he opens up the doors to ventilate the area when it happens. This is a severe health hazard. Immediate closure is in effect.

Contact the health inspector when the plumbing has been fixed and you are ready to open. Facility to remain closed until further notice.
