Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: An audit of all staff files revealed that no online verifications have been completed for all ECE staff
Corrective Action(s): Based on legislative requirements enacted in September 2016, all ECE credentials must be verified online, with supporting evidence placed on the staff personel file. Please ensure all ECE certificates have been verified through the ECE registry's online program

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Review of Policies/Procedures present on site, there is no evidence to support an Active Play policy being developed
Corrective Action(s): An active play policy must be developed and shared with families based on the Director of Licensing's standard of practise

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Review of Policies/Procedures available on site, revealed a screen use policy has not been developed
Corrective Action(s): A screen use policy must be developed and shared with families based on the Director of Licensing's Standard of Practise

Comments

It has been noted that a permanent exemption was not processed regarding this program not having access to an outdoor play area. This requirement was "grand-fathered" however an exemption on the licence was required, as the program has undergone changes over the years, and new licence's printed it would appear as though the information regarding the use of the gym has been left off of the additional information on the facility licence. The program has access to an indoor play area, that is to be used for large motor activity. Licensing has requested the Manager to complete a current exemption request application, so that the formal process can be re-instated and a licence reflecting the use of the indoor gym only for this program.
