Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
Two cords that were a potential choking hazard, being accessible to children. Further discussed with the Manager.
Hand towels unavailable in the GCC SA washroom.
Corrective Action(s): Please ensure a healthy and safe environment at all times.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the emergency evacuation record was not complete although the annual drill has been practiced. Licensing notes that fire drill records were complete for all programs.
Corrective Action(s): Please ensure all docmentation is in place respecting emergency records

MEDICATION: 16030 - CCLR s.53(2)(a) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care in the first aid, located in the cubby area.
Corrective Action(s): This was immediately corrected by staff. Ensure medication remains inaccessible to children in care

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: A care plan does not include the course of action recommended by health care professionals for more than one child requiring additional support.
Corrective Action(s): Please ensure instructions provided by parents contain relevant information to support staff in appropriate care.

Comments

At today’s inspection there were 24 children between the three programs and 8 staff present including the Manager.
Licensing reviewed 5 staff files and 6 child records

At this inspection the above noted contraventions were identified and the Licensee is required to provide a compliance plan to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Active Play promotion and increased outdoor play
- Hygiene and sanitization practices
- Posting of certificates in program areas for public review
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
