Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed a bottle of hand sanitizer and air freshner on counters accessible to children. Upon notifying the Licensee, she immediately placed the bottles in an area that no longer makes them accessible to children.
Corrective Action(s): Please ensure hazardous objects or substances are not accessible to children.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drills and earthquake drills have not been recorded since the opening of the facility. As per the Licensee, they have been practiced, but not recorded.
Corrective Action(s): Please ensure fire drills and earthquake drills are recorded monthly and annually.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Upon reviewing the emergency food supply and water, there is an insufficient quantity to sustain all children and program staff or at least 72 hours.
Corrective Action(s): Please ensure a sufficient amount of emergency food and water is available in the emergency kit.

NUTRITION AND FOOD SERVICES: 17100 - CCLR s.48(4)(c) - A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.
Observation: Licensing observed that while the children were eating lunch, the Licensee was conducting the toileting routine in the bathroom. With how the layout is for the lunch table and location of the bathroom, the Licensee does not have a direct sightline of the children as they eat. Licensing explained the importance of supervising children while they eat and and suggested moving the lunch table closer to the bathroom to ensure supervision.
Corrective Action(s): Please ensure children are supervised while consuming food or drink.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: As per the Licensee, she provides 2 snacks a day for the children and verbally notifies parents, but does not have a written snack menu that is provided to parents.
Corrective Action(s): Please ensure information on the food and drink given to children is made available to parents.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Upon reviewing the incident logbook, an incident that happened in April 2023 that required care by a medical practitioner was not reported to Licensing. The Licensee was not aware of the reportable incident procedure. Education and resources were provided relating to reportable incidents.
Corrective Action(s): Please ensure licensing is notified within 24 hours after a child is involved or may have been involved in reportable incident described in Schedule H.
Date to be Corrected: Immediately.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon reviewing 5 children's files, 1 child is missing an MSP#.
Corrective Action(s): Please ensure children's files are complete with all required information.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Upon reviewing children's files, one child has allergies. The child's file describes the symptoms that will appear when the allergens are ingested, but there are no follow-up instructions to instruct the Licensee in the case that the child ingests the allergens.
Corrective Action(s): Please ensure instructions are obtained from the parents regarding follow-up actions relating to the child's allergies.

Comments

At today’s inspection, there were 5 children and the Licensee present. Licensing did a full walk through of the home. This is the facility's first full routine inspection.


At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
-Incident reporting
-Laundry of nap time items
-Daily outdoor play schedule and safety check
-Storage of emergency supply kit to facilitate transporation
-Policies and procedures are a fluid document that can be revised
-Valid CRCs are available, reviewed expiry dates
-Active supervision practices
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
-Regular review of BCCDC website for COVID-19 updates (see link below)
