Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance. This is the first routine inspection for the facility since becoming licensed in November 2019.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Two staff files were without a record of the person's work history (resume)
Corrective Action(s): Please ensure staff files are current and complete
Date to be Corrected: Oct. 23, 2020

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Three staff files were reviewed, two were without immunization status.
Corrective Action(s): Please ensure staff files are current and complete

NUTRITION AND FOOD SERVICES: 17130 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Information received from the licensee contact as well as the posted menu indicated that the facility is providing meals to children. Although not all food preparation requires a food permit, the menu revealed that the meals being served would require a food permit. The licensee contact explained that due to COVID-19 the previous catered food service was discontinued. Due to this, the meal preparation on site was implemented.
Corrective Action(s): Resources have been emailed to the facility to indicate what food preparation is acceptable without a permit. Starting immediately, there shall be no meal preparation on site (apart from what is on the acceptable list). Licensing will forward information on obtaining a food permit.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 3 out of the 14 children's files were reviewed by licensing, and it was discovered that all 3 were missing their immunization status.
Corrective Action(s): Please ensure children's immunization files are current.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 3 out of 14 children's files were reviewed. All 3 were without a date of enrollment
Corrective Action(s): Please ensure children's files are current and complete prior to the child starting at the facility
Date to be Corrected: Oct. 23, 2020

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of attendance records, licensing observed a number of dates without a departure time recorded, as well as not a clear record of any absences.
Corrective Action(s): Please ensure attendance records include arrival and departure times and any absences.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Upon review of a child's file, it indicated a diagnosis of a medical condition. There was no care plan in place to guide the staff in the course of actions recommended to support the needs of the child in care.
Corrective Action(s): Please ensure all children who require extra support have a care plan in place prior to enrollment. Care plans should be made in consultation with the parents and reviewed annually. Care plan information will be emailed to the facility.
Date to be Corrected: Before the child returns to the facility.


Comments

Summary of Inspection:

At the inspection dated October 16, 2020 there were 14 children, 3 staff and the licensee present.
At this inspection, the above noted contraventions were identified.
Action required by the Licensee includes providing a written response by October 23, 2020.
Actions required by Licensing include reviewing the written response and conducting a follow up inspection.
As part of this Routine Inspection, a Facility Risk Assessment Tool was completed and a copy was provided.

The following education was conducted:
· Covid-19 preventative strategies were reviewed and discussed
· Covid-19 Infection Control Assessment was completed and a copy provided.
· Covid-19 Safety Plan (Work Safe BC) and Policies (Public Health Guidance for
Child Care Settings) discussed and reviewed
· Confirmed facility contact information- email address and phone number
· Reportable Incident Reporting –Duty Line 604-587-3936
· Waiting for CRC plan was discussed
· Fire extinguishers are soon to be due for service
· Contacting fire department for safely mounting fire extinguishers and consulting with exit doors
· Discussed high storage and ensuring bi-fold doors are secured
