Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: In discussion with the Manager, Licensing observed that the annual emergency vacuation has not been practiced. This was further discussed with the Manager as to the intent of the regulation.
Corrective Action(s): Please ensure an annual drill is practiced by all staff which encompasses taking the emergency supplies to the secondary location listed in the facility policies.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that on arrival, staffing did not meet prescribed requirements. Further discussed with the Manager who will apply for an exemption to bring the facility back into compliance.
Corrective Action(s): Please ensure staffing meets the requirements of Schedule E of the CCLR

Comments

Summary of Inspection

At today’s inspection there were 11 children and 2 staff present(including the Manager) and a practicum student.

At this inspection the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Active and outdoor play
- Hygiene and sanitization practices
- Lead in the water
- Accurate recording of information and updating policies to be current and reflective of practice
- Exemption requirements to meet appropriate staffing levels and Schedule E of the CCLR.
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
