Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing observed that the monthly fire drill had not been recorded for the month of April. Licensee stated that they had discussed practicing the drill and had gotten side tracked with outdoor play on the 30th of April. Fire drill was not completed.
Corrective Action(s): Please ensure the monthly fire drill is practiced and recorded

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed a child requiring medication did not have a care plan on site to instruct the Licensee of recommended action/care required for the child in case of emergency.
Corrective Action(s): Please ensure a care plan is in place that depicts the signs and symptoms that the child may present with during an emergency and the steps required for the staff to care for the child effectively.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee with 6 children.

Staff to child ratio was in compliance with regulations
Children's work is displayed in the facility
Licensing observed the children having snack time followed by outdoor play.

Discussions with the Licensee:-
- Licensing reviewed Care plans with the Licensee
- Licensing provided information regarding Fraser Health website where guidance literature can be found.
- Licensing recommends recording the emergency annual evacuation on the same form as the earthquake drill. This is practiced during the summer months
- Licensing recommends actively using the minor incident log book to record any unusual event, minor injury or behaviour concern. This is also important information to relay to parents.

Licensing observed Staff engaged with children during all activities. Licensee was observed to actively communicate and meet individual needs

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
