Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed two slides. The slide in the playroom did not have a 6 feet fall distance around the slide or resilient surfacing under the slide. The slide in the outdoor area was in a specific area with wood chips. The wooded edge of the area with wood chips was within 3 feet of the slide. A six feet fall distance is required around the entire slide. The slide in the outdoor play area was relocated to another area in the play area during the inspection.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licensing observed the following partially blocking the emergency exit:
-a large car
-multiple bags of salt
-boxes filled with items
Corrective Action(s): Please ensure supplies and other items are not located in front of or blocking access to the emergency exit in case there is an emergency.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection Licensing observed the following inside the facility:
-A bottle of vitamins on the counter at the children's level. This was corrected during the inspection.
-A blind cord in the washroom was hanging at the children's level. This could present a potential hazard.
-The lock to the room where the water heater was located was not applied. This was corrected during the inspection.
Corrective Action(s): Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed the attendance records. Seven departure times for the months of January and February were missing.
Corrective Action(s): Please ensure attendance records are complete.

Comments

At the inspection dated February 14, 2023 there were 6 children and the Licensee was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by February 28, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following was discussed at the inspection:
-The reportable incident reporting procedure. Forms were given to the Licensee and the bulletin will be mailed to the Licensee.
-The current cleaning protocols that are in place
-Preventing lead in the water
-Posting an exit sign to identify where the emergency exit is located
-Ensuring that children use all licensed areas of the facility
-Large desks and furniture may impact the usable play space.

The inspection findings were reviewed with the Licensee at the inspection. A copy of these documents were sent to the Licensee. If you have any questions regarding this report please contact me.
