Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance. A full walk through of the home was completed with permission from the Licensee.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that the cupboard under the bathroom sink was accessible to children and contained garbage bags. (corrected during inspection)
There was also an electrical outlet uncovered in the nap room which is also used as a play space when not napping.
A hose was extended across the garden which poses a tripping hazard, although Licensee stated they were generally using a nearby park as a play space.
The outer gate is no longer secure.
Corrective Action(s): Please ensure a safe environment is provided at all times while the children are in care.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the emergency evacuation drill has not been practiced.
Corrective Action(s): Licensee stated that it has been discussed and will be conducted with the children soon

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the fire drill record was missing for June 2019. Licensee stated that on the day she planned to conduct the drill, she didn't have children, only school age.
Corrective Action(s): Please ensure every month a fire drill is practiced and recorded no matter which children are in attendance

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed that the children's bedding was located in one single place in a crib. Through discussion with the Licensee, it was identified that once bedding was removed on a daily basis, it was stored collectively. Discussed cross contamination and recommendations for separating the bedding. Licensee stated a shelving unit will be added in the near future to allow for separation
Corrective Action(s): Please ensure that all bedding is kept separate for each child to ensure there is no cross contamination.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that attendance records were not always completed with sign in and sign out information.
One child in attendance today was not signed in.
Also, information for school age children is unclear as they are added to the daily attendance twice to show in and out of school.
Corrective Action(s): Please ensure accurate attendance is maintained.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 5 child files and observed one was missing a doctors information. Discussed the requirements of legislation.
Corrective Action(s): Licensee stated that a walk in clinic may be used and will obtain that information

RECORDS AND REPORTING: 19340 - CCLR s.59(c) - In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation: Licensing was unable to review facility policies and procedures on site. Licensee stated that she needs to print them from a computer.
Corrective Action(s): Please ensure a copy of facility policies and procedures are available at all times on site, for any sub staff or parents requesting a copy.

Comments

Summary of Inspection

At today’s inspection there were 7 children and the Licensee present. A student from the JIBC accompanied Licensing during today's inspection.
At this inspection the above noted contraventions were identified
Licensee is required to submit a corrective action plan to address the noted contraventions by the date below.
Licensing will review and monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Promoting Active Play in the program
- Temporary Placements
- Active Supervision
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Bill 5 awareness – Facility has been receiving Licensing Officer’s emails.
- Discussed the requirement for play space away plan to the park and care plan requirements. Also discussed the requirements of persons over 12 and criminal record checks.
