Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided. The Risk Assessment includes any noncompliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: One electrical outlet was uncovered and door leading to the furnace room/storage room is does not have a lock or latch to prevent access. It is noted the door is somewhat difficult to open but some children may be able to open it and access it.
Corrective Action(s): Please ensure children's environment is healthy and safe at all times.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): There were 6 children in care with only the one care program room operating, and of these children there were 4 children in care under the gae of 36 months. The staff indicated the children were combined due Manager's unexpected absence and due to low number of children in care.
Corrective Action(s): As discussed, please ensure compliance with age requirements of the children in each program as per legislation. Following discussion,Staff separated the children to the two rooms at nap time.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Cloth towels are hanging on hooks with children's names on the wall for use after hand washing. Licensing observed there were not sufficient towels on the wall for the number of children in attendance, and a child was observed drying his hands on another child's towel and when directed to use his own towel the child still used another child's towel and child expressed that they did not know which towel was their towel. The next child was also observed not using towel hanging next to their name. There was no toilet paper in both washrooms and a staff indicated she forgot to bring it in this morning. One washroom has a lot of activity supplies stored in it and thus is not available for use by the younger children, a school aged child was observed using it. Please remove activity supplies from the washroom and ensure second washroom is accessible to all children.
Corrective Action(s): Discussion took place regarding the health and hygiene practices and regarding the frequency of making the bleach and water solution. Please review and revise procedures with all staff as discussed to ensure the children's health and hygiene. Please note this is a repeat violation.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: A parent sign in and system is in place for maintaining a record of attendance. Review of record indicates time of departure is frequently missing, and attendance record for today was incomplete as there were 6 children in care but only 4 were signed in on the attendance sheet.
Corrective Action(s): As discussed, please ensure a daily attendance record is kept including arrival and departure time and record includesall children present. This is a repeat violation.

Comments

Summary of Inspection:
At time of this inspection, there were 6 children and 1 staff present and the second staff arrived within a minute of Licensing Officer's arrival. Staff qualifications met requirements. The manager was not on site, but was contacted by the staff and Manager indicated the Licensing Officer may proceed with the inspection.

At this inspection the above noted contraventions were identified.
Action required by the Licensee includes providing a written response by August 26,2019.
