Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-A65VGS have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed the children eating popcorn during outdoor play time. The children did not wash their hands prior to handling the food which was also shared between children. One child came inside and took vegetables outside without prior handwashing. This has been a contravention in the past.
Corrective Action(s): Please ensure that children are instructed in the importance of handwashing prior to eating/handling food, especially when sharing food with others. Please submit a hygiene policy to Licensing for review by the date below.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: On a random selection of 8 children's files, Licensing observed that 5 were missing digital images. There is a note written inside the emergency contact file that these children are requiring digital images.
Corrective Action(s): Please ensure that all children's information is complete at the time of registration. This is important in case of an emergency situation and ease of identification.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee and 1 other RA staff member. There were 16 children present.
Staff to child ratio was in compliance with regulations

- Programming meets the requirements of Schedule G. Licensing observed the children in free play activities followed by a group circle time, homework time and then outdoor play.
- Licensing observed Staff engaged with children using positive guidance techniques and appropriate language when communicating with the children.
- Licensing observed the children interacting in a cooperative manner and also using respectful language with their peers and with the staff.

Discussions with the Licensee:-
- Licensing reviewed the requirements of the updated regulations with the Licensee.
- Licensing provided information and resources regarding the Director of Licensing Standards of Practice for Active Play and 'Live 5210' resources.
- Licensing recommends making use of the incident log book as it hasn't been used since 2013. This is used as a reporting system to parents.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
