Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- Paint chipping on some walls
- Hair products (aerosols) located in the bathroom drawer which is accessible to children.
Corrective Action(s): Please ensure a safe environment at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Diaper change cart and an additional travel crib were blocking the emergency exit. This is a repeat contravention
Corrective Action(s): Please ensure all available routes for exit during an emergency are kept clear at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed that a swing and slide set had been added to the outdoor play space without additional resilient surfacing. The ground underneath is mud which hardens in the colder months. There is a risk for injusry should a child fall from the swing or off the slide.
Corrective Action(s): Please unsure a safe environment outdoors when children are using equipment. Provide a compliance plan to Licensing.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing reviewed the emergency policy that didn't have a plan to relocate to a secondary location or support children for 72 hours of care.
Corrective Action(s): Please ensure staff are trained to respond to emergency situations by providing concise and detailed procedures and plans.

Comments

At today’s inspection there were seven children and the manager present.
At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates.
- Active Play promotion and outdoor play
- Hygiene and sanitization practices
- Emergency evacuation plan required for 72 hours of care
- Incident reporting and using log book
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
