Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.
At today’s inspection there were 129 children in care with and 40 staff. The Manager and Licensee were also on site.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following;
- cleaning supplies under a counter in a school age program; accessible to children
- a heavy wooden armoire that is unsecured in a school age program; posing a risk in the event of an earthquake if it were to fall
- an unplugged, hot clothes iron on a shelf in a school age program; accessible to children
Corrective Action(s): During the inspection, the cleaning supplies and the clothes iron were removed. The Licensee confirmed that the armoire will be secured or removed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- patio swing with large tears in the outdoor play space
- plywood cover for a sand box with large splinters on the side
- broken jagged plastic lid for a toy bin in the outdoor play space
- a toy shelf with a loose plywood backing that could pose a pinching hazard; the same shelf is secured to a wall and the screws have come out from the wall
Corrective Action(s): The manager removed the lid during the inspection and the Licensee confirmed the following:
- the swing will be removed
- the splinters will be sanded
- the shelf will be repaired

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed the following:
- several unflushed toilets
- one potty filled with urine that wasn't emptied
Corrective Action(s): The Licensee confirmed that they will review the toileting with staff and ensure that the toilets are flushed and potties emptied after each uese.

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The following was discussed with the Licensee and the Manager:
- outdoor program of activities: CCLR Schedule G and DOLSOP - Active Play
- shatter proof film
- diapering
- medication
- woodchips
The information contained in the report was discussed with the Licensee and Manager. Licensing emailed a copy of the report and the risk assessment to the facility.
