203 - Food not cooled in an acceptable manner [s. 12(a)]
Observation (CORRECTED DURING INSPECTION): Two containers of sauce made last night were at 16C and 17C. This is a repeat violation.
Corrective Action(s): Hot potentially hazardous foods must be cooled from 60C to 20C in 2 hours or less and from 20C to 4C in 4 hours or less. This can be accomplished using an ice bath, ice wand, stirring etc. Sauces were discarded at the time of inspection. Continue improper cooling of foods will results in the issuance of a violation ticket.

301 - Equipment/utensils/food contact surfaces not maintained in sanitary condition [s. 17(1)]
Observation: 1) Food contact surfaces, take out containers, equipment and floors were contaminated with rodent droppings.
2) Kitchen had no bleach sanitizer.
Corrective Action(s): 1) Clean and sanitize all affected areas with a 1:10 bleach solution. Removed droppings with a paper towel and discard. Do not use a vacuum or broom. Take out containers were discarded at the time of inspection.
Correction date: Today
2) All work areas must have bleach sanitizer at 200ppm for sanitize food contact surfaces. 200ppm bleach sanitizer was prepared at the time of inspection.

209 - Food not protected from contamination [s. 12(a)]
Observation (CORRECTED DURING INSPECTION): 1) Buffet area foods were left uncovered.
2) Severely dented can was found in the dry storage area.
3) Raw meat was found stored above cooked foods.
Corrective Action(s): 1) All self service food areas must have a food grade materials covering the foods to prevent potential contamination from customers.
2) The safety of severely dented cans cannot be guaranteed. Dented cans must be removed from the facility. Dented can was removed at the time of inspection.
3) Re-organize cooler unit and ensure raw foods are stored below and separately from ready-to-eat foods. Raw foods were relocated at the time of inspection.

304 - Premises not free of pests [s. 26(a)]
Observation: Dead rodents were found in tin cats and droppings were found throughout the restaurant. Pest control operator removed 17 dead rodents on September 18, 2016 and another 17 dead rodents on September 25, 2016. Facility also have a significant fruit fly infestation.
Corrective Action(s): Contact pest control services to mitigate the pest infestation. This is an ongoing issue. Facility must maintain good sanitation to prevent further fruit fly infestation. Public Health Act Closure Order has been issued for rodent infestation.

Observation: Walk-in cooler was at 7C.
Corrective Action(s): Service walk-in cooler to ensure it can maintain 4C or less at all times to prevent the growth of pathogens and or the formation of toxins. Technician was on-site to service cooler at the time of inspection.

Comments

-Prep cooler was at 4C.
-Walk-in freezer was at -16C.
-Chest freezer was at -15C.
-Hot holding buffet area was greater than 60C.
-Chemical dishwasher had a final rinse of 50ppm chlorine sanitizer (minimum 50ppm required for sanitizing).
-Handwash stations easily accessible and supplied with hot and cold running water, liquid hand soap, and single use paper towels.
-Chemicals were properly labelled.
-Two scoops were found stored inside ingredient containers - remaining scoops were stored in a sanitary manner.
-Facility has been issued a Public Health Act Closure Order regarding pest infestation. Facility is to cease all food operations until Closure Order has been rescinded. Operator to contact the inspector for a follow-up inspection once all conditions of the Order have been satisfied.
