Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): - a large heavy mirror leaning against a wall, accessible to children. A staff removed it from the classroom during the inspection.
- a portable heater in the nap room that was plugged into a wall with an unsecured cord plugged into an electrical outlet. Staff explained that the heater was not turned on at the time of the inspection however the unsecured cord accessible to children could pose a risk of entanglement. A staff removed the heater from the room during the inspection.
- a large piece of plastic film in the outdoor play space, accessible to children which could pose a risk of suffocation as the plastic film is very thin. Staff explained that it was used to cover the sand box and removed it from children's reach during the inspection.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: A child attending the group - under 36 months program did not meet the age requirements of that group.
Corrective Action(s): Ensure that children are grouped according to Schedule E.

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The following was discussed during the inspection:
- Program of Activities
The information contained in the report was discussed with the Licensee and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
